Leadership & Vision To Do More for Chester County
I am a lifelong Republican and a 25+ year resident of Chester County who will probably vote for the Democrats running for Chester County Commissioners, Bill Scott and Kathi Cozzone, for several reasons:
- The current Republican incumbent, Carol Aichele, states that the 2008 county budget will be a zero-increase budget. That is certainly good news, but it is the first time since the 1990's that taxes haven't gone up. Republicans have controlled the Chester County board of commissioners that entire time (indeed, for the last 148 years). That is not the fiscal conservatism that I expect from my Republican leaders.
- If the 2008 County budget truly is a zero-increase budget, it will be because of a poorly planned tax increase in 2007 and bad budgeting that caused a surplus. It was an unnecessarily large and early tax increase.
- Bill Scott represented my ward in the West Chester Borough Council for 8 years and did wonderful things for the ward and Borough. I won't go into detail on his many achievements (which include limiting unwanted additional student rentals, the Business Improvement District, the bicentennial celebration, the restaurant festival and new parking garages) but I will say that he accomplished a great deal while respecting the bottom line for his constituentsthe tax payers. He was inclusive and evenhanded in listening to all sides of issues and then deliberate in making up his mind on those issues. He deserves to serve on the board, and we should be thankful that he is willing and able to so.

The Sierra Club is pleased to endorse Bill Scott & Kathi Cozzone for Chester Co. Commissioner. Our beautiful county has much to lose environmentally, and Bill and Kathi have committed to work hard to protect it.
Founded by the naturalist John Muir, the Sierra Club and its members work together to protect America's communities and the planet. As Kathi pointed out, the Sierra Club is the nation's oldest, largest and most influential grassroots environmental organization. Regarding public policy, the Sierra Club endeavors to support both initiatives that seek to safeguard the environment, and the public officials who champion them.
County government has considerable effect on the environment. For example:
- Because of its financial resources, the County can save far more open space than even the most environmentally-minded township.
- The County is the natural leader for regional planning and can assist municipalities in curbing development and saving open space.
- The County's stormwater ordinance is the model most municipalities adopt in order to control flooding and maintain high water quality.
- The County, not our municipalities, has the final say on how waste is disposed, and
- It has representation on the SEPTA board and the Delaware Valley Regional Planning Commission, two influential organizations.
Bill and Kathi have each exhibited a strong commitment to protecting and preserving the bounty and beauty of Chester County's natural resources and open spaces. Their combined experience in the public and private sectors and dedication to the environment will serve well both the interests of Chester County's citizens and the membership of the Sierra Club.
The Sierra Club is pleased to see that Bill and Kathi, if elected, would make County action on global warming a priority. They recognize the threat global warming presents to our wildlife, water supply, agriculture, property values, insurability, and overall economy. Unlike some politicians, Bill and Kathi know this is a major issue and is one that won't go away just by our using less coal, oil, or natural gas, or by buying wind or solar power. They recognize that while these are important strategies, we must also invest in ways to conserve, and use energy more efficiently.
They also recognize developmental sprawl is a major contributor to CO2 production, because it encourages yet more energy use, particularly from automobiles. They promise to follow closely the lead of the County's pending global warming task force, putting County resources at its disposal, and implementing its recommendations promptly. And they'll work to have every municipality support their efforts.
Bill and Kathi recognize the importance of clean air, water, and land to our overall quality of life. Their plans to reduce pollution from County-owned vehicles, hold developers accountable when they disregard environmental laws, and direct County grants to municipalities that promote smart growth, are good ways to maintain the clean environment for which Chester County is well known.
With Kathi and Bill's support for stronger watershed protections, more open space preservation, a robust public transportation system and good government, the Cozzone/Scott Team has demonstrated the kind of integrity, leadership and vision Chester County needs.
So it is with confidence that the Chester County Sierra Club endorses Bill Scott and Kathi Cozzone for Chester County Commissioner. They each deserve your vote on November 6th.

Please be advised that the Chester County Council AFL-CIO, on Monday, August 20, 2007, endorsed you and your running mate Kathi Cozzone for the office of Commissioner of Chester County. We also endorsed Jennifer Levy-Tatum for the office of Chester County Court of Common Pleas.
Your future election to these positions will breathe a breath of fresh air into our county government. Fairness has been missing from county government for too long!
